The Rule of Law Platform shares European law drafting experience with Kyrgyz civil servants and deputies

 Bishkek, May 23 / Kabar /. On 23 and 24 May 2013, the "Rule of Law Platform – Central Asia" project will hold a training workshop on law drafting techniques, in co-operation with the Ministry of Justice of the Kyrgyz Republic and the German Foundation for International Legal Cooperation (IRZ), in the framework of the Rule of Law Initiative for Central Asia established by the EU and led by France and Germany. 

Specialists from Jogorku Kenesh and 30 ministries and government agencies from the Kyrgyz Republic will participate to this workshop, with the objective of gaining exposure to best European legislative techniques. French and German experts from the legislative departments of Ministries of Justice, the Prime Minister’s Office, and from the European Parliament will present specific aspects of the enactment process of their countries, based on the example of bills and other normative acts. The use of perfected law drafting techniques contributes to improving legal certainty and to strengthening the rule of law. The Rule of Law Platform project is committed to increasing the capacities of democratic institutions of the Kyrgyz Republic and the other Central Asian States. The Platform training programme aims at strengthening the knowledge of legal and judicial international standards and practices among judicial and legal professionals and civil servants in Central Asia. Ambassador Chantal Hebberecht, Head of the EU Delegation to the Kyrgyz Republic will chair the workshop.

A key element of the EU-Central Asia Strategy for a New Partnership, the “Rule of Law Initiative for Central Asia” constitutes the overarching regional framework for enhanced cooperation in the Rule of Law area, aimed at supporting legal reforms in Central Asia and the sharing of EU experience. Under the auspices of the Rule of Law Initiative, the Rule of Law Platform regional project acts as a support mechanism to facilitate policy dialogue and promote the measures contributing to legal reforms in each of the Central Asian countries. The Platform is being funded by the European Union to the sum of 1,8 million Euro.
