Zamira Akbagysheva: Mother is the soul of the world

 Kyrgyzstan celebrates the Mothers’ Day on the third Sunday of May by the decree of President Almazbek Atambaev. On the eve of the holiday President of the Congress of Women of Kyrgyzstan Zamira Akbagysheva in an interview with Kabar News Agency told about challenges facing women in Kyrgyzstan.

The Congress of Women of the Kyrgyz Republic has successfully implemented 61 projects. A striking example is 5 projects for business incubation, which enabled 2000 unemployed to start a business and expand it. The Congress of Women of the Kyrgyz Republic is the leader of the Women's World business incubation. Kyrgyzstan represented by Women Congress received the right to conduct research on business incubators in several countries on five continents, has taught 11,200 women how to do business and 3,700 women on computer literacy and foreign languages.

- When did Kyrgyzstan officially began to celebrate the Mother's Day? What was the reason? And was there such a holiday for mothers in Kyrgyzstan before?

- Kyrgyzstan has passed a long and difficult path. Together with the country women have passed the hard way by showing the strength of spirit and entrepreneurship. The life of every woman is an interesting story, with ups and downs, joys and sorrows, victories and defeats. Women are an extraordinary personality, who give joy and love, help everybody in life and work, seeking to make our world better. Mother is the soul of the world, unlimited in time and space. The concept of mothers is multi-faceted, her world is the vast ocean. On March 7, 2012 at a gala evening dedicated to the International Women's Day, President Almazbek Atambaev in his congratulatory speech made a promise to establish mothers holiday in the country. Initially it was assumed that the Mothers’ Day will be celebrated on the second Sunday of May. But Mother's Day should be the special day. Therefore, given the fact that the first half of May in Kyrgyzstan is filled with bright national holidays (May 1 - Labour Day, May 5 - Constitution Day, May 9 - Victory Day), the date was moved to the third Sunday of May. On April 23, 2012, President Atambaev signed a decree "On establishment of Mother's Day in the Kyrgyz Republic". Previously, there was no such holiday, but on March 8 everybody was congratulating moms.

- What is the average age of women in Kyrgyzstan to have their first child? How many children each woman have on average?

- The highest total fertility rate in Kyrgyzstan is registered in Batken, Naryn and Talas oblasts (3.6 children per woman), the lowest - in Osh and Bishkek (2.6-2.7 children per woman). It is known that if a woman of childbearing age (15-49 years), has one child born, then there will be the narrowed reproduction of the population. If two children, then it is a simple reproduction of the population, and more than two children - expanded reproduction. In Kyrgyzstan, since the early 2000s, there is an increase in fertility. In 2014, the total fertility rate was 3.2 children per woman. The average age of mothers at first birth is 23-24 years.

- In Kyrgyzstan, many women work in the government, even almost 80% of the schools have female director. But at the same time there are many housewives. Can you tell the percent of women who work?

- According to statistics, 46% of workers in shops, cafes, hairdressers are women. But just five years ago their number even exceeded the number of men.
At the same time the number of women-farmers is increasing. Now 45 out of 100 people are women. Five years ago this number was only 39. The number of women in the industry is also growing: 44 percent compared to 41, which was five years ago. Least of all, women employed in construction - only one worker out of twenty.

- If women work, and they have children, who will take care of them?

- Usually, grandparents take care of children of working mothers. And, of course, there are kindergartens. Although, since 1991 the number of kindergartens in Kyrgyzstan decreased by 3.4 times. But there was an increase in access to kindergartens in recent years. Since licensing process simplified, the number of private kindergartens increased two times. Thanks to the activity of local authorities 161 preschool organizations are opened. As a result, the number of kindergartens has increased.

- Is there any report about the happiness index of mothers in Kyrgyzstan?

- Of course, every mother is happy in her own way. But let’s turn to the study, where the majority of the respondents are women. In the Happiness report Kyrgyzstan is located between Turkey (76th) and Nigeria (78th). Residents of Switzerland led the ranking of the happiest people in the world. The three top leaders of the world happiness index also includes Iceland and Denmark. Norway is the 4th and Canada is the 5th. Russia ranks 64th, between Libya and Venezuela. This is the data provided by the World Happiness Index, there is also the Happy Planet Index of the British New Economic Foundation Research Center, which measures the level of happiness in the world. According to this rating Kyrgyz happiness index is much higher, we were on the 38th place among 151 countries. The happiness index is measured every three years. In 2009, Kyrgyzstan was on the 61st place and in 2012 - on the 39th.

Local company conducted a study to determine the index of happiness among the country's citizens in regions. The respondents are citizens aged 12 years. It turned out that the most happy people live in Batken and Jalal-Abad regions, less happy were the inhabitants of Issyk-Kul and Chui oblasts. The happiest age is young people under 18 years old. The happiest people live in Batken, because they always enjoy the usual, small things. To the question what is happiness for them, the answer was that the health and well-being of loved ones in the family.

- What are the hope or greatest wish and pressure of the stay-at-home mom?

- There are many wonderful, smart, educated, talented, happy women sitting at home. There are also mothers with many children, who have neglected, uncared for children and they live with a sense of selfless devotion. Sometimes job takes almost all the spiritual forces of the mother, and this is reflected in the child. We are responsible for the one who gave birth. Motherhood is that no one will do for a woman. And yet there is a problem: if the family is broken up, of course, the mother sitting at home faces new challenges that must be addressed. According to the Statistics Committee, almost one in six marriages ended in divorce. Thus, giving a decent education, and raise children entails addressing the question: "Where to get the money?". The vast majority of divorces occur between the ages of 18 to 35 years. The sharp rise begins at the age of 25 years. And given the current trend to marry later in life, it can be assumed that the increase in the number of the broken families continue.

- Women work in Kyrgyzstan in connection with the need or desire?

- The main thing in the life of women what is valuable for her, but not to work or not to work, as it is said: "Where your treasure is - there your heart is." Though in Kyrgyzstan, many women work, without making problem from that. Usually, the family budget is made up of maternal and paternal wages. Many women work not because of urgent need to feed children and because of fear of being frowned-upon by society. For most modern women the job is a joy, it is freedom, it is a pleasure. Our mothers, sisters, friends are unique and beautiful, they work for the benefit of the nation, their families.
